The Office of the Secretary of Defense established a policy to promote energy efficiency in Public-Private Venture (PPV) housing, and for PPV residents to take responsibility for utility usage. The Department of Navy is implementing the Resident Energy Conservation Program (RECP) as a pilot program at the Tri-Commands in Beaufort County, South Carolina and in Hawaii. This program transfers responsibility for electricity consumption from the PPV partner to the PPV resident. The program is designed to set a reasonable range for normal electricity consumption in PPV housing units.
