Depot Hurricane Procedures
             
Hurricane Conditions and Categories
 
Condition IV - The path of the hurricane has been reasonably well established, and its trend indicates a possible threat of winds of destructive force* within 72 hours.
Condition III - The hurricane continues to advance and destructive force* winds are possible
within 48 hours.
Condition II - Winds of destructive force* are anticipated within 24 hours.

Condition I - Winds of destructive force* are imminent or expected within 12 hours
(also applies when storm is in progress).

*destructive force means 40 miles per hour or more

Condition V - Secure from previous destructive weather condition.
Threat has passed, return to normal operations.

Report all storm damage to the Emergency Operations Center (EOC) at: (843) 525-2458/3716/3056            
 
Categories:
Category One - Winds 74-95 mph. 4'-5' surge. Minimal damage.
Category Two - Winds 96-110 mph. 6'-8' surge. Moderate damage.
Category Three - Winds 111-130 mph. 9'-12' surge. Extensive damage.
Category Four - Winds 131-155 mph. 13'-18' surge. Extreme damage.
Category Five - Winds greater than 155 mph. 18'+ surge. Catastrophic damage.

The following is a list of items you should have in your house and consider bringing with you to the evacuation center. Suggested items to always have in the house include propane stove/fuel, battery operated lantern and flashlights and extra batteries. Candles are not recommended.
More people are killed by fires after a hurricane than from the hurricane.
Items:
- Water (1/2 gal/per person per day; note that this is enough for drinking only, one gallon per day is needed for sanitation needs)
- First Aid supplies 
- Money (small denominations, change)
- Paper Towels 
- Baby food/formula 
- Small stove and additional fuel 
- Laundry bag
- Towels 
- Baby Bottles 
- Batteries
- Hand Soap 
- Canned Goods
(pre-cooked/ready-to-eat, e.g., tuna, chili, pasta, spam, pudding, etc.)
- Pillows 
- Toothpaste 
- Toilet Paper 
- Clothing items
(enough for 3 days; undergarments for 7 days) 
- Folding chairs
- Toiletries 
- Flashlight 
- Air mattress
- Battery operated radio 
- Games/books for children 
- Trash bags
- Diapers
(at least five days worth) 
- Paper plates, napkins, cups, plastic silverware 
- Ziploc bags
Hints:
-Fill gas tank upon the first of storm conditions. Stop at ATM early for cash.
-Put all important personal papers in a Ziploc bag (wills, marriage licenses, birth certificates).
-Bring all outside items (lawn mower, grill, bikes, yard toys, flagpoles, etc.) into garage or inside. Tie down items that can not be brought in.
-Stay calm, have a plan, and stick to the plan. Be prepared for contingencies though.
-Put valuable items up high off the floor in case of flooding.
-Unplug all electrical appliances.
-Turn refrigerator/freezer to the coldest settings and keep closed.
-Fill bath tub, sinks and pots with fresh water.
-If you evacuate, turn off all power, water and gas outside of the house.

     Note: During a category 3 storm, Beaufort County shelters will not be open. The closest
     shelters for a category 3 storm will be in Hampton County.
     Pets are not allowed in Parris Island or Beaufort County EAC's. You need to make
     arrangements for your pet. The Beaufort County Animal Shelter will no longer accept pets
     during an evacuation.
If you are evacuating Parris Island on your own, the evacuation route is Route 280 North, then Route 21 North to Route 17 South, and Route 17 South to Interstate 95. Before departing, leave your name, destination, and your number with your command or, once you arrive at your destination, call the battalion/company. 

The billeting office will distribute a flyer announcing an evacuation is possible. A form giving your destination will be attached. Fill this form out and turn it in to your command or as a last resort give it to a Marine at the gate when you leave.
Before you evacuate, if you are going to a hotel, call ahead and make reservations.


Disaster Control Centers (for hurricane updates and information):
The Cooperative Administrative Support Unit (CASU), which is comprised of approximately 15 other local and state government agencies, are connected to a 1-800 telephone bulletin board service. The service is run by AT&T in Chicago. The calls go to Chicago and not Beaufort so that our phone capabilities are not degraded from increased traffic as in the past.
-CASU 1-800-343-0639, followed by number sequence 1-3-1.
Provides the latest hurricane information and Parris Island status. Will tell you when you can return to your home (a return to Condition V does not necessarily mean you can return to your house).

     The official radio station for hurricane information for Beaufort County. 

Flood Insurance:
Insurance agencies require 30 days notice before a flood policy will become active. If you cannot get flood insurance through your insurance agency, call 1-888-CALL-FLOOD ext 996 (2255 - 35663). You will need to know the zone your house is in, year of construction and some basic construction information. Flood insurance is different than "water damage" in most home owners policies. Do not think that water damage will cover your family possessions in the event of a flood.
Travel Claims:
You will be reimbursed evacuation allowances only if the CG, MCRD PISC (and/or CO, MCAS Beaufort for Laurel Bay residents) directs a dependent evacuation. Claims for personnel from Parris Island will be settled at the Parris Island Finance Office. Spouses may submit the claim for the family. You must submit all original hotel receipts with your claim. 
Boarding Windows:
Personnel residing in Laurel Bay may not board windows. Those living aboard Parris Island may board windows with plywood purchased at the residents expense.
Evacuating Quarters:
If an evacuation is ordered, when you evacuate quarters, attach a red article (paper, cloth, etc) to the inside of a window on the front side of the house. If you board your windows paint a red circle on the plywood, or attach a red article that will not blow off, on the front side of the house. This signal will inform authorities that the house has been evacuated.
